In the event that the applicant becomes beneficiary of the aid and the amount received is less than the quantity requested, it will act in accordance with article 9.8 of this call. 5. In the section on expenditure the total expenditure will be included to perform for the project. The amount granted by the Ministry of culture should be devoted in its entirety to expenditure on capital investment, excluding VAT. In annex III of this call for proposals laying down expenditure eligible under this call for proposals according to the General Accounting Plan. Those ineligible items for this line of aid should be financed by the applicant, and it should thus consist of explicitly in the proposed budget. 6. Pursuant to article 31.3 of the LGS when the amount of eligible expenditure exceeds the amount of 30,000 in the case of cost per execution of work, or 12,000 euros in the case of supply of goods of equipment or provision of services by companies of consultancy or technical assistance, the beneficiary must request at least three offers from different providersprior to the contraction of the commitment to the provision of the service or delivery of the goods, unless by special characteristics of eligible expenditure there enough market number of entities that provide it or pay, or except that expenditure had been made prior to the request for the subvention. The choice between the tenders submitted, which must be given in the justification, or, where appropriate, in the request for grant, will be in accordance with criteria of efficiency and economy, and must be justified expressly in a memory choice when it rests not in the most advantageous economic proposal.
